Is there anyway to register without past owners signature

If you have a UKC application then we must have the seller's signature, either on the paper, or they can make a signed statement on a blank piece of paper, referencing the dog's UKC number and telling us that they give us permission to transfer ownership of the dog.

I've tried calling him for the past month and left 3 voicemails and haven't gotten a response

We must have their signature and permission in order to transfer ownership.
