Can I still register(to PR) the LT of my Dam as well as her litters? Btw shes 2 years old now.

What do you mean when you say the LT of your Dam? Do you mean a litter out of your Dam?

Coz im from the philippines and i want to register my dam aswell as her litter at the same time.. Can i mail the application for Permanent registration of my dam and the regisration for her litter?

Yes. The minimum fee for the Dam is $45.00 and it's $20.00 to register the litter.
