I don't know what the process would be, but I like the idea
SOMEONE WOULD HAVE TO PUT A BILL ON THE FLOOR AND GET MEMBERS TO SIGN ON AS CO-SPONSORS, THEN THE MAJORITY LEADER WOULD HAVE TO CALL FOR A VOTE. IT MIGHT MAKE IT TO THE FLOOR IN THE HOUSE, BUT IT'D BE DEAD IN THE WATER, LIKE ALL OF THE BUDGETS THAT HARRY REID WONT PUT UP FOR A VOTE, IN THE SENATE!!!!
