It's outlined on page 74 of the rule book. Basically: you must be at least 21, a member in good standing of a club and the club must recommend you. Then you have to pass a written test and upon approval of UKC you will need to apprentice under 3 different MOH's and they need to give you a satisfactory recomendation.
