Are these 2 registered?

We are looking into a rat terrier puppy that we want to show. Parent's are UKCI registered, but UKCI doesn't have the father's pedigree. The breeder claims both parents of this puppy are UKC registered, but she can't find their UKC papers, pedigrees, or numbers. So, before we believe her and buy this puppy, is it possible to find out if the parents are UKC registered with their names? I would like to order the pedigrees so I could register this puppy since the breeder can't seem to,

Parents:
dam- Jazmine-Star Podgers
sire- Tip's Lil' Willow
Probably registered under Donna Lorraine Podgers or Donna Truesdale

Edited to Add: I am primarily concerned about the sire because I have the mother's pedigree, but I would also like to know how ethical this breeder is.

I'm not finding that either of the people mentioned above have any Rat Terriers registered with us. I also looked up the Sire by the name you have listed above, and I'm not finding that dog in our system.
