o'k. another rule questionwhere is the rule on leashing dogs at tree?

I found where it says dogs are to be leashed at tree,but not where it says for judge to tell us to leash? and then the judge has the right to scratch for leashing the dog before handler is told.

No dogs to be handled till judge tells you to plain and simple.
