Buying Leads

Where is the cheapest place to buy leads?
I am looking for the nylon type. The length should include part nylon and part chain. Either single or double snap is fine.

The cheapest I have found so far is $9.00 per lead at Valley Creek.

Is there anywhere cheaper? I am also willing to buy in bulk to get a cheaper price.
