anyone ever had any dealings good or bad with cecil bowen in ark

Yes, I bought a dog from him once. He said the dog would have a coon in 121 of every 125 trees he made. When I hunted him he only had 119 in the first 125 trees. I was very unhappy.

Type in Cecil Bowen in the search box at the bottom of your screen. There will be several posts devoted to him. But to sum it up, i got the impression he is just a dog trader.
