Attn Richmond Co NC residents

last night at the county commissioners meeting, Tom Carr and Bill Webb requested to the commissioners that the board petition the General Assembly to add to the existing lands that prohibit hunting deer with dogs to also include the area West of 220 and North of 74. If you know anything about the county that is the northwestern quadrant of the county which includes a lot of the river lands, lots of wildlife lands.

Currently this line runs thru the center of Anson County, borders Montgomery & richmond, then north bordering moore and montgomery.

FROM THE WILDLIFE REG BOOK:
from the Local laws section:
Richmond
Take deer with dogs west of Little River and that portion east of
Little River, bounded by N.C. 73 to the north, by Hough Road to
the east and by Grassy Island Road to the south.
Hunt deer from a public road.
Hunt with firearms from the right-of-way of any public road
north of U.S. 74 and west of U.S. 220.

Pee Dee River Game Land – Anson, Montgomery, Richmond and
Stanly counties (6,829 acres)
Six-day-per-week area
Gun Either-Sex Deer Season: Nov. 14 – Nov. 20 and Dec. 26 –
Jan. 1, except that part in Richmond Co. where the season is
Oct. 17 – 23 and Dec. 26 – Jan. 1 (moderate seasons).
Use of center fire rifles is prohibited in that portion in Anson
and Richmond counties north of U.S. 74.
Target shooting is prohibited.

"Richmond County is looking at tightening the rules on hunting deer with dogs.

In 1986, the General Assembly approved an amendment that prohibited the taking of deer with dogs in certain parts of Richmond County. In 1995 that rule was expanded to include other areas of the county.

Monday night Tom Carr, a resident of Richmond County, spoke to the board about the problem.

Carr’s situation is that the law can’t protect enough landowners. He has been effected by trespassing of individuals who need to get their animals and deer have been shot on his property.

“It’s not just me, other individuals have had similar situations,” Carr said.

Bill Webb has had to take time to help hunters get their dogs of whom he didn’t authorize to be there in the first place.

“I’ve had my quail hunting interrupted by deer hunters,” Webb said. “Wouldn’t it be neat if we take a negative thing like this and turn it into a positive.”

Webb is looking at being able to set the regulations, and let the deer hunters pay for hunting. That will bring money to Richmond County, in the form of hunting preserves.

“I’d like for a group of hunters to implement a county wide regulation for the taking of buck deer,” Webb said.

Richmond County Sheriff Dale Furr agrees there is a problem.

“These people don’t mean to trespass but they have no choice. A lot of the hunters don’t live in Richmond County and they don’t care about destroying property.”

The board was in favor of talking about extending the area where deer hunting with dogs is prohibited. The next meeting is June 7 at 6:30 p.m. in the Richmond County Administrative Office Building."

William (Bill) Webb Jr is an attorney in Rockingham, has property outside of Ellerbe (in the area in question)
Thomas (Tom) Carr is ...I dont know. owns property in the Hamlet area with mailing address of West End (Moore County).

all this info came from public records search.

I recieved a response from Melanie Goodwin. Mr Purcell has yet to respond to my E-mail but I doubt he will. I think he is up for re-election in the fall. We need to try and have as many people as possible in place for the June 7th meeting that will be conducted to further discuss this proposal. Last meeting the hounds and hunters did not have a voice maybe this time around we will. It still shocks me that all the county commissioners voted in favor of this proposal.

PRESSURE on them,go to their homes if you have to,e-mail is fine but eye to eye is better,call them til you talk to them your self,get every one that hunts in clubs to do the same,the REPS AND SEN FOR YOUR AREA. The guy in Moore co has been at our meetings along with large land owners from the county,they want your rights and your money to hunt their lands in their PERSERVES AND CLUBS.Show up in large numbers,having someone along that understands the do's and dont's or what your allowed by law as the county helps.Your WILDLIFE ENFORCEMENT OFFICERS PROBLY WANT BE MUCH HELP,the biologist might could.Getting alot of large land owners who would talk for could help.Three hundred for hounds and only 10 aginst should say alot.I will be there if possible because I would like to see if these guys are working together.See if any body can come up with John Monroe's name in the mix of those pushing from your co HE OWNS LAND EVERYWHERE.These guy are good AT TALKING and very educated.ENOUGH regulations excist and only need to be enforced by lawenforcement.This would have a large impact on our gameland areas.And it want end with a deerhound!

just spoke with the BOC clerk and it was a unanimous vote to have this issue sent to the GA. Some of these are on the ballot this fall, trouble is, they are all dems and dont know if they will have opposition.

May 19 is the last date to get local issues onto the GA floor.

televised BOC meetings are on Thursday & Saturday on local cable ch 16, think at 8pm. will try to watch to see what was said.

Talk of limiting the areas people can use dogs to hunt to isn’t sitting very well with some hunters.

Monday night the Richmond County Board of Commissioners addressed the issue, but later this week county and state leaders have agreed that no action will be taken on it any time soon.

The members of the Prospect Hunting Club are upset that this matter hasn’t been fully addressed. The next Board of Commissioners meeting is June 7.

The issue was brought before the county board by Tom Carr. He said hunters have trespassed on his property and done damage.

Hunters contacted Thursday, admit there are some bad apples, but the entire sports shouldn’t be punished because of them.

“I don’t agree at all,” said Jim Poindexter. He is a resident of Rockingham and has been a hunter for more than 40 years. “We have one bad club, in Richmond County, that is the cause. This matter has gotten the hunters in this county and the ones surrounding upset.”

“I have been doing this every since I could walk,” said Chris Marks, a resident of Ellerbe and a part of the Rocky Ridge Hunting Club. “I’m not in favor of it. I have 21 dogs that we use in our club, and if this happens what will I do? These hunters spend a minimum of $50 a week on dog food - not to mention the travelers that pay for lodging, food and gas.”

“If this happens, this mean at least 35 men wont be able to hunt,” Marks said. He is afraid that if the area prohibiting hunting with dogs is expanded, the remaining area that can be leased will be leased for a lot more money.

“The land we lease cost a little over $40, 000 a year,” said Jimmy Nutting.

“We pay about $10 per acre,” said Poindexter.

Nutting is also a Rockingham native. “It cost over $50,000 just to operate our hunting club,” he said.

The Proctor Hunting Club also has insurance on the land where they hunt.

“We let the dogs loose and we stay off to the side,” said Nutting. “We put tracking devices on our dogs, they usually come back to where you let them out.” The tracking devices for the dogs can cost up to $500.

Nutting admits that sometimes they will run onto another person property.

“When they do, we ask for permission to go and get them, but I haven’t seen any damage caused since I have been hunting.”

“We have called Raleigh on the matter,” Poindexter said. The Proctor Hunting Club has spoken with the Board of Directors from North Carolina Sporting Dogs Association and the President of the North Carolina Coon Hunters Association.

“They will be at the meeting in June,” Poindexter said.

“I don’t think that they will do away with dog hunting all together,” said Tom “Rocky” Deason. Deason owns Dixie Pawn and sells hunting licenses and some hunting supplies. “Some of the hunters that come, have come in, have expressed that they don’t like it. There needs to be a happy medium,” he said.

The hunters are hoping that the over a half a million dollar revenue that their club brings in does not go unnoticed.

County officials say nothing is going to be done this year.

“I have talked to Senator Purcell and received an e-mail from Representative Goodwin, indicating the leadership of the House and the Senate does not wish to consider the unanimous resolution the commissioners passed this past Monday night asking for the introduction of a local legislation amendment expanding the Richmond County area where deer cannot be hunted with dogs,” said County Manager Rick Sago.

“I have been informed that Senator Purcell will not be introducing this legislation right now because of the highly controversial nature of the topic,” said hunter Bryan Bray. “The problem with the meeting on June 7 is that the board has already passed a resolution on this issue. What good will discussion be when they have already acted on it? The discussion from both sides should have happened first, then the resolution if the board still felt so strongly on the issue.”

The issue will not be discussed at the next meeting, but has been set aside for early next year.

i was told by clerk that it was to " include the area West of 220 and North of 74." you can call clerk's office and get copy of minutes 910-997-8200, ask for clerk to the board.

per ncga calendar, local bills will be introduced on the 5/19/10 calendar for Senate. go to http://www.ncga.state.nc.us/gascrip...me=\Senate\2010 to find the calendar for 5/19/10, however it will not be posted until tomorrow or late today.
