Rules Proposals Results
The following rules proposals were voted on at Autumn Oaks by a Rules Committee. The committee was made up of two representatives of each of the seven UKC Chartered Breed Associations. They took the time needed for any in-depth discussions on the pros and cons of each proposal and every effort was made to consider what was in the best interest, and most importantly, the future of the sport. Also, the committee decided on adding any amendments to a proposal before the voting process took place. In other words, if it was agreed upon to add an amendment then the amended proposal is what was to be voted on. It was pleasing to hear all the comments that came up as to how each proposal may affect other rules and a nite hunt cast in general. For those disappointed in a proposal that did not pass, know that there were likely enough concerns raised that kept the majority from voting yes. Each breed association had one vote for each proposal. It takes a majority of yes votes to pass any proposal. Following are the results of the votes on each proposal. Any amendments that were decided on are included with the proposal. Next month’s column will cover the proposals that passed. Any proposal that passed will not go into effect until January 1, 2017.
Proposal 1 – Failed 4-3
Rule 2. POINT SYSTEM
Add to read: (b) 125 points for dog declared treed first; 75 points second; 50 points third; 25 points fourth. Two minutes after first dog is declared treed, second (75) and third (50) tree positions are no longer available. Any dog(s) declared treed after two minutes will receive 25 tree points.
Proposal 2 – Failed 4-3
Rule 4. POINTS WILL BE MINUS (Strike Minus):
Change to read: If none of the declared struck dogs open within 6 minutes.
Proposal 3 – Failed 5-2
Rule 4. POINTS WILL BE MINUS (Strike Minus):
Add to Read: (a) When dog quits trail that is being worked and comes in to cast or comes into tree after the judge arrives. (remove Rule 5b)
Proposal 4 – Passed with Amendment 5-2
Rule 6. SCRATCHING OFFENSES:
Add sentence to Read: (g) Note: Squirrels and birds are not considered off-game.
Amendment: Dogs shall not be scratched for off-game if squirrel is seen on a den tree or a tree that has a squirrel’s nest in it. Tree must have visible hole large enough for a coon to get in or an obvious place of refuge (squirrel nest) where coon could obviously be hiding in. Birds are not considered off-game.
Proposal 5 – Passed with Amendment 6-1
Rule 6. SCRATCHING OFFENSES:
Eliminate (u) and be able to squall immediately during shining time.
Amendment: For squalling, tapping on trees, pulling vines, or any action deemed to be interfering with dog(s) during the first two minutes of shining time unless all dogs declared struck are handled.
Proposal 6 – Failed 6-1
Rule 6. SCRATCHING OFFENSES:
Change to Read: (y) If scorecard lacks handlers signature. If after seeking additional information, the event official cannot satisfactorily determine accurate score, due to points not being valued in the strike and/or tree columns on the scorecard, dog(s) effected will be scratched.
Proposal 7 – Passed 4-3
Rule 11. SCORING DOGS (After Arriving At Tree):
Change to read: Eight minutes of hunting time may be used to shine trees.
Proposal 8 – Failed 5-2
Rule 11. SCORING DOGS: After Arriving At Tree.
Change to read: Upon being scored, dog(s) must be turned loose to compete for next available strike points, unless all other dogs are declared treed. Dog(s) shall be released without the requirement of dog on track opening first. Handler has the option to hold onto or release dog if there is one dog(s) declared treed and one dog(s) not declared treed. If no dog is declared treed handler must release dog.
Proposal 9 – Failed 7-0
Rule 15. TIES
Change to Read:
(a) Dog that has the most plus tree points.
(b) If still a tie, dog that has the least number of minus points.
Proposal 10 – Failed 6-1
Rule 17. ELECTRONIC DEVICES (Controlling Devices):
Change to Read:
a) Any handheld device, with controlling only features, must remain in the vehicle. The controlling feature on any device may not be used unless the dog is scratched from the cast and all others dogs are handled.
b) Handheld devices capable of both locating and controlling (stimulating or toning) a dog may be carried by the handler. However, the device may not be powered on or used during the hunt except during time out periods and for locating purposes only (to be rigidly enforced). The judge has the authority to inspect electronic equipment at any time. Handlers found to be in violation shall be scratched and reported to UKC.
Proposal 11 – Failed 6-1
Rule 4. POINTS WILL BE MINUS: (STRIKE POINTS)
Change to read:
(d) First Offense failure to strike a dog on or before the third bark each time dog is released, except for the first turnout of the hunt, will result in those points being awarded and minused. Note: On the first turnout of the hunt only, there is a one-minute grace period where dog does is not required to be declared struck during this time.
Note Edit: My edit was to put a little space between those that passed.
So we will still have to wait 2 minutes to squall, but will only have 8 minutes total for the majority of the cast to see the coon. That might be fine with leaves off or when hunting fence rows and creeks, but when hunting thick timber in leaves on conditions, it's a bad deal and going to cost UKC some entry's in my opinion.

I was hoping the tree scoring proposal would pass. Only 25 tree points after 2 minutes.

Am I reading this correctly, that the rule proposal for allowing a mistake on the scorecard, did not pass? So people can still be scratched if they miss a plus or minus. Is that correct?

From my understanding there was Grand Nite card scratched at Oaks with 1050+ forgot to plus the last strike. That would of knocked one of your final four dogs out.

A coon will run a squirrel out of a den or a nest. That squirrel isn't going to spend the night with any coon at any time of the night
Its not odd to have a coon run squirrels out of a den or nest
Squirrel rule
Some of you may not be understanding the change yet!! A dog can still take minus or be scratched for treeing a squirrel, UNLESS there is a hole big enough for a coon to get in (den tree) or there is a large enough nest to hide a coon. On a small tree or larger tree with no nest or no hole visible for coon to get into, dog will still be scored as before. Take care, Ron.

Do these guys that vote even competition hunt. With all these proposals being voted down it don't seem that way. Actually looks like they were out to make it a little easier for a sub par dog to win.

If the breed associations are the ones putting forth the proposals for change in the first place, why are most all of them being voted down by the breed association reps.?
