What do they use to attach boot to chap also looks like they use a tape at bottom of the inside liner

I've used the tearmender on a pair of chaps with the water proof nylon liner glued on a pair of tingley boots going on 2 yrs. now .
It's held up ......no leaks.
Boots cost me $35.00 the chaps were salvaged from an old pair of black denier material chaps.
It helps if u got a seamstress available .....
