Question about Iowa hunts

Does the actual dog have to be from Iowa or is it just that the handler has to be from Iowa to win prizes in hunts by the Iowa Coonhunters Association?

The dog does not matter but owner/handler have to be a member of the Iowa State Coon Hunters.
