Shocking collar rule question

I know the question has been asked before cant find it. I know you can't carry the shocking collar handheld. But on the sportdog tek 1.0 you can remove the shocking collar part and run just the tracking collar part. My question is can you carry the sportdog handheld with just run the tracking collar part. Just wondering.
