Russell,

Since the co ownership rules changed this year, does that mean that only the primary owner is required to sign litter papers when registering the litter?

Yes. If you have registered your dogs with the Sole Signatory Designation form, you no longer need to have multiple signatures on your paperwork. Only the person listed as the signatory will be required to sign a litter application.
