Getting papers by sendin in blood?

Ive heard (but dont 100% believe) that a person could have paperwork sent from the UKC and have a vet draw blood from your dog, then send it to the UKC and have them determine if its full blood then get papers on that animal. Would someone who ABSOLUTEY knows for sure about this respond? Thank you in advance.
