Ok I understand two dogs with the same owner can't hunt in the same cast together but what if it was two different owners with the same last name?

Two dogs with the same owner CAN hunt in the same cast, there is no rule against it. As far as two different owners with the same name, that would be no different than two dogs with the same name. It don't matter.
