Rule proposals

Proposal #4 is the best idea I've heard in awhile this needs to be changed. Its just makes more sense to do that you won't be lease locked if 1 dog is on track and not declared treed. Its about the same as the other KC's rules.

I'm with you..I could care less if any of the others pass as long as this one did!!!
