Obama's Syria timetable depends on allies

Despite indications that the Obama administration is leaning toward a military strike in Syria, the U.S. could be hamstrung by its own desire to wait for the say-so from top U.S. allies.


Secretary of State John Kerry plans to deliver a statement about Syria at 2 p.m. ET in Washington. Defense Secretary Chuck Hagel, earlier, said Monday that the U.S. would only act in coordination with the international community, according to Reuters.

If President Obama's weekend phone calls are any indication -- he spoke with U.K. Prime Minister David Cameron and French President Francois Hollande -- that means Britain and France. But those nations could take longer than the U.S. to prepare for a possible strike, in response to an alleged chemical gas attack by the Assad regime.

Cameron, who is cutting his summer vacation short to lead a meeting of his National Security Council, is facing demands from British lawmakers to seek permission from Parliament first. Members of Parliament say they want to be recalled, so Cameron can make his case to them personally for any military intervention in Syria.

British officials have suggested that a vote from the U.N. Security Council -- where Russia and China have considerable sway -- may not be necessary. But Cameron risks a political thunderstorm if he proceeds with military action without some authorization from Parliament.

President Obama does not necessarily face the same hurdle in Washington. The War Powers Resolution technically requires the president to seek congressional authorization when the military is sent into "hostilities" for anything but a retaliatory attack or formally declared war. But presidents have routinely flouted or found ways around that resolution -- the resolution, for instance, did not stop Obama from teaming up with Britain and France for airstrikes in Libya against Muammar Qaddafi's government.

In Congress, some high-ranking lawmakers have voiced support for a limited intervention anyway.

Sen. Bob Corker, R-Tenn., top Republican on the Senate Foreign Relations Committee, told "Fox News Sunday" that he would support a "surgical" response -- joining others in hinting at support for a missile strike. He drew the line at sending U.S. troops into the country, saying "boots on the ground" would not be acceptable.

Rep. Eliot Engel, D-N.Y., top Democrat on the House Foreign Affairs Committee, said Monday that "the United States in conjunction with our international allies have a moral obligation to help prevent the further use of these horrific weapons against civilians and take steps to tip the balance away from this brutal regime."

Still, House Speaker John Boehner voiced some frustration Monday that Obama had not yet called to discuss possible Syria options.

"The president is the commander-in-chief, but the first step is for him and his team to consult with Congress on what he considers viable options. That has not yet taken place," Boehner spokesman Brendan Buck said.

The American public is deeply divided over the conflict in Syria. A recent Reuters/Ipsos survey said just 27 percent supported sending arms to Syrian rebels. A scant 12 percent supported airstrikes, while the most popular option seemed to be to do nothing at all.

The administration, and lawmakers, remain cautious about intervention, in part because of the difficulty in discerning which opposition groups to back. While the U.S. weighs a possible strike on the Assad regime, the head of the Al Qaeda-linked Nusra Front reportedly has threatened attacks on members of the Alawite community, the faith of Syrian President Bashar Assad.

While the U.S. and its allies deliberate, the Navy has sent four warships into the eastern Mediterranean Sea. According to senior U.S. defense officials, the four Destroyers are in position and would be capable of launching a missile strike at a moment's notice. Onboard each ship are up to roughly 90 Tomahawk missiles. U.S. military officials said the Pentagon is in a "watch-and-wait mode," and the decision rests with Obama. One official suggested it is unlikely the U.S. will launch any strike while U.N. inspectors remain on the ground, for fear they could be taken hostage.

The movement and deliberations come in response to allegations that the Assad regime launched a chemical attack last week that killed hundreds.

A United Nations team currently is in the country to investigate, though was fired upon by snipers Monday morning.

The U.S. is nearing its own conclusions in the meantime. A senior State Department official said Sunday that Secretary of State John Kerry made clear to international partners over the weekend that "there is very little doubt that a chemical weapon was used by the Syrian regime against civilians in this incident."

Glenn Beck's take on Syria

“The weird thing is 100,000 people have been killed and they haven’t ramped up their rhetoric until now,” Pat said. “From the same people who are yelling about Bush: ‘This president lied about WMDs!’”

“This whole thing is coming apart,” Glenn said. “And let me tell you something, one of the most laughed about, mocked, and deeply branded phrases during the Bush Administration had to come from the former vice president when he was all bearded up like some freak who had gone insane and he gets on stage – and this was about weapons of mass destruction and Bush. Here it is.”

AL GORE: He betrayed this country. He played on our fears.

“That was about WMDs, and that’s what they were saying,” Glenn continued. “Now, what are they doing [now]? What are they doing? And may I just point out: there is no clear and present threat from Syria.”

We all know what ultimately happened in Iraq. The weapons of mass destruction did not actually exist, and we spent the next eight years embroiled in war.

“Now, when are we going to learn our lesson? Ever? Or will it be too late,” Glenn asked. “We were stupid enough to buy into this. So what happened? We went in, because they were saying he’s using weapons of mass destruction. And everybody in the Senate and the House, voted yes… including John Kerry.”

Kerry would later eat his words with the now infamous ‘I was for it before I was aginst it’ remarks.

“I was for it before I was against it. Where do you think that came from? He was for the war and then became against it. Fine. I was for it too, and I’m against it now. But I learned my lesson,” Glenn said. “He didn’t. He’s now going to repeat exactly the same thing.”

The Bush Administration emphatically claimed that the situation in Iraq posed a clear and present to the United States because if the WMDs fell into the wrong hands, they could be used against the U.S. Does the Assad regime pose that same threat?

“So let’s look at the Assad regime, and find out is it a clear and present danger to the United States,” Glenn suggested. “They want regime change. And is that a clear and present danger to us? Well, okay, you can make the case – and I have not heard anybody make this case – we have made the case that [Syria has] weapons of mass destruction, but I have not heard [the Obama Administration] make the case that it is a clear an present danger to the United States of America.”

“And why,” he asked. “Because today Russia and now China has added their name to the list of ‘Don’t do anything in Syria.’ So now we have Russia and Iran and China telling us, ‘Mind your own practice now, America, unless you are willing to get into World War 3 and go up against Russia, Iran, and China.’”

Why not just let the Muslims take care of themselves? Let the Sunnis kill the Shiites, and vice-versa. Work on refining our own oil, and let the middle-east, with the exception of Israel, burn. We can keep supporting the Israelis, like always! Muslims are like the Borg, in the Star Trek movies.........they are only interested in the world becoming Muslim, or you become an infidel, and should be killed. JMO Not one more ounce of American blood should be spilled in any Muslim country! I do give the President credit for using drones against terrorists.

Hmmm....Now comes Syria...double Speak?

President Barack Obama’s decision to take military action against the “atrocities” being committed by a brutal dictator in Libya directly contradicts statements made by a Democratic senator in 2002.

That senator was Barack Obama.

On Oct. 2, 2002, Illinois state Sen. Obama spoke at an anti-war rally in Chicago and expressed his opposition to President George W. Bush’s planned invasion of Iraq.

Obama acknowledged that Iraq’s Saddam Hussein was a brutal tyrant who “butchers his own people.” But referring to the planned invasion, he declared: “I don’t oppose all wars. What I am opposed to is a dumb war.

“What I am opposed to is a rash war. What I am opposed to is the cynical attempt by Richard Perle and Paul Wolfowitz and other armchair weekend warriors in this administration to shove their own ideological agendas down our throats, irrespective of the costs in lives lost and in hardships borne.”

He also said Saddam posed “no imminent threat to the United States, or to his neighbors.”

But in his address to the nation Monday night justifying the attack on Moammar Gadhafi’s forces in Libya, President Obama cited Gadhafi’s record of brutality and said that this time, American “interests and values are at stake.”

He stated: “To brush aside America’s responsibility as a leader and, more profoundly, our responsibilities to our fellow human beings under such circumstances, would have been a betrayal of who we are.

“Some nations may be able to turn a blind eye to atrocities in other countries. The United States of America is different.”

I watch the scenes of those folks writhing in anguish...little kids crying...I see my children in those kids and it breaks my heart. As heart wrenching as it is to watch...I hope we don't go in there. Iran and Syria said that they're going to target Israel...China and Russia have warned us against attacking Syria...I agree Brush...this is all coming down to the last days before Christ returns in the rapture. It's definitely not a time to be playing with salvation...

I don't know why I am on the fence with this Syria crap....On one hand I don't want one more American Soldier to possibly loose his life or spend money we don't have, but on the other hand I keep thinking if our government used chemical weapons on us I would want our allies to come and kick the government's butt!

When it boils down to it.....I think we need to stay home on this one.

but now obama is in a corner. he's gonna have to dance pretty hard to get out of his red line bluff and not look like a big mouth punk. putin already has his measure and will probably fall in behind basar and run us out of the country.
