Iowa Legislative Update
DNR PROPOSAL LOOKS TO HIKE DOG TRIAL PERMIT FEES!
A proposal located on page 26 of a 31 page DNR policy bill is a provision that allows the Department to hike the fees for all
retriever and field meets without legislative approval.
Both Senate Study Bill 3119 and House Study Bill 631 contain the fee hike provision.
It is ESSENTIAL that you take a moment now and send a short email to the key members of the subcommittees assigned to the bills
(listed below) and tell them:
Please call or email the members of the subcommittee (listed below) for each bill and tell them:
*Remove the DNR fee increase for retriever meets or trials from the study bill.
*The proposal gives the DNR the right to set the fee at any price they choose.
*All other hunting and fishing fees are set by the Legislature, this one should be no different.
HSB 631:
Rep. Paul Bell (paul.bell@legis.state.ia.us)
Rep. John Beard (john.beard@legis.state.ia.us)
Rep. Eric Palmer (eric.palmer@legis.state.ia.us)
Rep. Rich Arnold (richard.arnold@legis.state.ia.us)
Rep. Henry Rayhons (henry.rayhons@legis.state.ia.us)
SSB 3119:
Sen. Dick Dearden (dick.dearden@legis.state.ia.us)
Sen. Dennis Black (dennis.black@legis.state.ia.us)
Sen. Jim Hahn (james.hahn@legis.state.ia.us)
Guys we need anyone and everyone to email these people ASAP!! This is not good for our hunts. Right now this is a 2$ fee, if this fee is raised it will make it very hard on our clubs to hold hunts. I have been told they are looking at raising it to a 20$-25$ fee, That is an unreasonable price increase. Some of our clubs do not make 25$ on a hunt, So it is very important to get this shut down ASAP. Senator Deardon has help us in the so the guys up north (Gotch Valley area) Should try to contact him if Possible.

This was a responce sent today by Senator Deardon:
I have an amendment to cap the fee at $25.00. Thanks for your input.
Senator Dearden
This is still not acceptable a $25 license fee per hunt will break our clubs. it will for sure stop our small week night PKC hunts when you only have 4 dogs hunt you can not afford to put the hunt on with fees like this. we need to get back to email and let them know we still do not agree with this!

Guys and gals this going to stomp me the hardest on loosing those small hunts. No club in this state can afford $25 PER HUNT FEE. You will see small clubs drop like flies all over the state. I never have been so mad until I read this and this is taking away another part of the working mans life. The DNR is broke in this state and they are looking in the wrong direction. Iowa State Coonhunters has done their job to piont this out. Now it is our job to state that this isn't right. This shouldn't be just coonhunters pulling the rope ever. Bird dog clubs Ducks Unlimited, and Pheasants Forever claim they are here for the hunter. Where are they now? Thats what I thought. They love your $25 a year and your $40 supper and your hundreds of dollors a year for their gifts but what are they doing for you now? Thats what I thought. I think the war only started so step up now or you will wish you will later. I hope this a true Eye opener to us guys. Iowa State Coonhunters is going to have to make a step up. Whats next no hunting after dark? (beleave me they have tried that) DON'T STAND OUTSIDE THE CIRCLE AND WATCH JOIN IN SEND A EMAIL AND GIVE YOUR OPPION
I would like to know what the DNR is doing with all it's money in Iowa. Last summer it was on the news saying 34 thousand more fishing licenses were sold in the state than the year before due to the economy and people were staying closer to home. That was at 17.50 apiece. The boat ramps around here didn't get mowed and no new gravel was put down like every other year. Now this year all licenses have gone up. With all the bonus doe tags the Iowa DNR is having to burn money to get rid of it.
As Gary and Ryan stated above...... do your part! Take a few minutes to send out an email. Also get a hold of your bird dog and beagle buddies. This will affect the trials they have as well.
One of my biggest problems with this fee is that we get absolutely nothing for it. Why should we pay them $25 when they have to do nothing but give us a permit in accordance with there own rules. If they can't afford to issue a permit they shouldn't require us to have one. $25 is an awful expensive piece of paper.
When I get home tonight I will type up another email and put it on the Iowa State Coon Hunters site so it can be copied and pasted to make it easier for those who choose to send an email. PLEASE TAKE ACTION NOW!

Maybe the DNR should get their money from the deer hunters they seem to be able to buy or lease plenty of land so they must have it. Not to mention they have the woods over 5 months of the year.
Reply from Senator Eric Palmer
Dear Tully,
Thank you for your email. We are still having meetings as a sub-committee on the bill. I will keep your concerns in mind as we fine-tune the legislation.
Regards,
Eric
I got a phone call from Represanative John Beard this morning and he wanted some more information about our hunts. after our conversation he was very sympathetic to our concerns and really seems to want to help us with this issue. i beleave he will be a big help to us on these comittees. at this point i beleave we are getting some where on this and i will keep you posted as to our progress.

I have been in touch with our lobiest and he has asked that we quit sending e-mails. The members of the comitees have heard our voice and are trying to work out a solution. Thank everyone for the fast action and good work. Keep checking the forum this is far from over and we may need your help again. They understand that this is not good for us, now we just have to come up with a solution. Gary and I have talked about this issue and have a few ideas we are working with. Stay tuned like I said this is far from over. Once again Please no more e-mails to the comitee members.
Thanks John

This is why we need all coonhunters in Iowa to support the State Association. I doubt anyone of us would have caught this bill without having a lobbyist in our corner.
Thanks for your continued help in keeping our sport alive.
