Idaho Hound Hunter Permits
Any Nonresident hound hunters for Idaho on here? I have a question and maybe you local Idaho hunters can help out also.
When applying for the hound hunter permit, should a person put the Selway as first choice and statewide as second choice or vice versa? There are 70 permits for statewide and 40 for Selway. Idaho makes it sound like you will not get you first choice but will get your second choice because so many people apply for statewide on first choice.

One thing to consider. The Selway is almost all wilderness area, that means no roads.
So,should I put selway 1st choice and statewide 2nd because hardly any people get their first choice? I don't know if you can outsmart the system or not? LOL!
Any other states that let out of staters hunt with their hounds for bear or lion?

Second choice only counts if the hunt is unfilled from first choice apps. It also depends which one they draw first, second choice does no good if the hunt has already been drawn. Pick the one that works the best for you and just wait your turn.

The second choice draw only helps you if you are drawn and the 1st choice you selected has already filled it's quota. Lets say you put in for 1st choice Selway; 2nd choice Statewide. The drawing pulls your name. The Selway has already filled it's quota, so they then select your second choice, if that quota still has permits available, you get the permit. If that quota is also filled, S.O.L.
I would put in for the best chance of drawing a permit, however, I've been trying to draw a permit for my brother for several years now and it hasn't happened yet.

Can your brother hunt with you and your hounds if he has a non resident tag and license and does not bring his hounds?

It looks like Utah is going to a limited entry bear pursuit season for the summer training season, and those interested may well have to draw a permit--resident and non-resident alike!

No he can't. The hound hunter permit is needed for anyone who owns pursuit dogs, is in control of pursuit dogs or uses pursuit dogs to hunt.
He is allowed to come with me, but he doesn't buy a tag or carry a gun, only the camera. That way if we get checked by the game warden, they can't say that he is hunting. No tag, no gun, not hunting.

You will never draw your 2nd choice ahead of someones 1st choice.

Yes you can. The drawing is completely random. It takes that first name out of the "box" and issues that permit.
Lets say you list hunt "A" as a first choice and hunt "B" as a second choice.
Your name is drawn for a permit. The computer checks your first choice hunt and if there are permits still available for that hunt, you are issued a permit for hunt "A". If hunt "A" has already reached its quota then it checks your second choice, "B". If there are permits available for hunt "B" then you get the permit for hunt "B". If you are drawn and both hunts "A" and "B" are already at their quota for permits, you are removed from the pool of applicants and best of luck next year. The computer then moves to the next applicant drawn from the pool.
It's not drawn so that all 1st choice permits are filled and then the 2nd choices are filled with what's left over. If you are drawn from the pool, it checks your first and second choices before going to the next permit applicant.
I called and asked and this is how I was told it works.

Hey Everybody,
Just wanted to let you know that we got the Idaho Hound Hunter Permit. Is that lucky or not? Would anyone be helpful in giving me some tips on where to go? I have never been to Idaho before. Thank you much for any information!
