Hunt Director Format Panel

I recently drew out on a cast at a local hunt using the Hunt Director Format with a member/officer of the club. In the progress of the hunt the subject of a Panel came up, and my member/officer cast member said, "that should a question arise requiring a panel, rather than use hunters participating in the hunt. They would contact three people from other clubs that were knowledgeable, and use them as the "panel". I was surprised, I thought you had to use people actually at the club house; the member/officer told me this would be more fair and honest. Is this legal? I know it was news to me.

Page 61 of the rulebook, it is vague and does not specify who sits on the panel.

I would expect a good HD/Club would ensure the panel is made up of impartial members who are advised to use the official rulebook when making their decision.

Panel Responsibilities
A panel of qualified event participants needs to be
formed in two situations. First, in the event a Formal
Complaint is filed in a MOH Format event. Also, when a
question is placed on the card in a HD Format event.
Complaint panels should consist of three individuals
who are current on all Nite Hunt rules and policies. They
may or may not be club members with primary concern
going towards finding individuals that are knowledgeable,
honest and impartial. A panel must be formed of
individuals that can remain totally objective in concerns
to cast members and dogs on the cast in question.
Individuals who have a dog in contention to place in the
event should not be used on a panel. The panel will
hear all viewpoints of cast members and come to a consensus
decision regarding the final scoring of the cast.
A form supplied in the hunt packet must be sent in with
the hunt report to summarize the decision reached by
the panel. Should a panel’s decision support the complainant,
the $20 will be refunded. Should the panel’s
decision go against the complainant, the $20 will be forwarded
to UKC to deposit in the Youth Fund

If I understand correctly, the panel must consist of people actually at the club house, who participated in the hunt. Not someone you can reach by phone. Thanks, Tom

If I understand correctly, nowhere in there does it say that the panel members must have hunted in the hunt.

It says a panel of event participants. I take that as folks being there.

I take that as folks that hunt in the hunts, not neccesarily that particular hunt. It is funny how different people take things differently. At a small local hunt, all of the hunters present would have a vested interest in how a question was ruled on. Everyone present at the end has either won a cast or is a good friend of a person who has won. It is extremely hard to get 3 imparial opinions.

NOT TO WHINE, BUT....

If I was not attending my local clubs hunt there is a dang good reason why I wasn't there to support my club, though I still would not appreciate calls after midnight, and sure as heck wouldn't be impressed with one from an outside club!!!
