Registration Question

I just got a 7 year old dog that still has puppy papers and I have 2 questions about registering him #1 the fees to register him fall under the over 1 year old fees? #2 the papers were dated for back in 2015 when he was sold as a puppy do I just fill them out with my info and send them in?
