Registering A Minature Pinscher in UKC

Sorry to ask this again but We are owners of a very smart amd hardworking 5 month old male minature pinscher who has finished basic obedience and moved into advanced obedience. We are also training him in agility. Both of his parents are dual registered AKC and APRI. The litter was registered APRI. I have a three generation pedigree on him also. So can he be registered UKC? We have been getting the run around from the store we bought him from. We have offered the breeder to pay for the registration of the litter to AKC to no avail. We are going to try a certified letter to the breeder today. Please if you can help us it would be greatly appreciated. We would love to show him and think his personalitiy and smarts are what someone would be looking for in a stud. Our trainer agrees he would be good stock but if we want to run him in agility and obedience in any AKC or UKC sanctioned he has to be neutered. So I hope you see the dilemma we are having at getting him neutered.
