Thank you everyone for the help I really appreciate it all this is my first time with breeding and I am new to all this.
When all else fails go back to what wolves and coyotes have been doing for about one million years. Leave them alone; they will figure it out.

Not every female is “textbook” in the amount of days either, last female I had bred starting standing about day 13 - 14 but the male would breed her until day 15 and she was bred again as late as day 19

Thanks again everyone we put her in with him yesterday and same thing he cannot tie with her for some reason, hopefully we get some puppies.
Trying to get a female bred can be the most frustrating thing you'll ever do! One thing I've learned over the years is nothing is ever the same. I've had many females and also owned my own stud dog and it can get complicated to say the least. I've had them tie clear up to the 19th day after 1st blood and as early as 9 days but the premier time is between day 11 and 13, IMO. Now, just take away the best time to breed and consider the dogs themselves. My male was not an aggressive breeder and wouldn't pay much attention to a female until she smelled just right and believe me, he knew when that was. A female may flag early but she may not be quite ready for breeding or an aggressive male may try to mount them way to early before she is ready. All these things factor in when breeding dogs. The last litter I raised was my females first time and I carried her to an experienced stud on the 12th day after 1st blood. She wouldn't flag and actually tried her best to bite his head off when he tried to mount her, lol. After an hour of trying with no success my friend had to hold her collar tightly and hold her muzzle which was no easy chore. Mind you, this is a female that doesn't have a mean bone in her so I was completely surprised by her actions. He finally tied with her and once hooked she settled down and was fine. She went on to have 12 pups and they all made it. This is just one example. I carried a female from WV to Michigan to get her bred. He tied with her on the 10th day for only 6 minutes. We loaded her up in the box, went hunting with the stud and came back 8 hours the next morning. She had 11, so for every perfect example there will always be exceptions. The main thing is to not give up, keep trying until the time has past. Good luck with your headache.
Some females just weren't meant to raise puppies. I have tried some of the above tricks, got the female bred and then killed all of the pups or only raised one or two. Just because you want a litter of pups, doesn't mean that she does but you never know until you try.
I have tried and tried everything and we are pretty sure she my be just a little too tall for our male seems to me she doesn’t want anything to with him now. I don’t know if she will have puppies or not but as many times as they slip bred I am sure she may have a few pups and that’s okay with me definitely don’t want her to have a huge litter the first time around. It could also be the males issue as he is 7 years old but he has bred before so I don’t know what to think. Again thank y’all so much for all the help and ways to help me.
Oat Bin Breeding
One method I've seen used successfully was done by putting the pair in an oats bin with oats of course! The bigger female sinks deeper in the oats and the smaller lighter weight dog stays on top.
Shovel
I have dug holes around 6 inches deep in the yard just big enough for her back feet to go in. That will lower her back end some and maybe help shorty male out some! It works better than trying to raise the male which may turn him off on the mental side...this has worked for me

Knotting is not something that has to happen to achieve pregnancy. I have raised several litters without the male getting tied. Just my experience.
DO YOUR HOMEWORK!
Pups are so hard to sell. If you want to become a breeder. LEARN before you just throw them together! There is nothing easy about raising nice pups!
It is expensive and heartbreaking!
