This is an outdated rule that was wrote back in the day when the coon hounds had a Pack Dog mentality. Today it makes no sense and most can't understand its logic.

It gave the pack dog a break because of the added pressure of hunters being at the tree shining.

just an example of yesterdays rules, judging todays hounds.

I don't like seeing dogs coming into trees why the cast is scoring it or about to score it. However if I'm worried about this type of dog beating me then I better just stay home. Point being, theres to many guys wanting to minus for this or minus for that. If your or my dog was doing the job it was intended to then misusing hounds over silly things should not be a factor in who's winning.

The tree countdown is one of the biggest rules in ukc that I would like implemented. There’s no reason a dog coming into a tree at 4:55 gone should receive 75 points.

Yep and he says what has already been said here. If he comes into a tree after the judge arrives and that tree is scored anything other than plus then the dog is circled.

Ill give you a pro tip as well, after you shine the tree and it is circle get the heck away from the tree so you don't give the straggler time to come in. Otherwise you give him 18 minutes to come in and get circle (10 shine time 8 for the strike points because you are still at the tree when he comes in no matter if it has been scored or not).

Also, all dogs at the tree must be leashed according to the rules. The judge can't let that dog try to take the track on or anything else. If the dog comes into the tree then it MUST have a leash put on it. There is no grey area there.
