if you have access to someone with a dog to go hunting with I would try that, see if he will go with another dog. Some will only go with another dog. The other dog can also he used to help him go alone. Every dog is different but I've had a few that I was able to get going or get going better by using another dog, when they come back or won't leave tie them up or put them in the dog box and turn the other dog loose some start to learn they do not like being kept back and will start going when turned loose alone.

Try taking a cage coon and turn it out without the dog seeing it then turn the dog loose maybe 50-100yds from where u let the coon loose. Or try hunting him on feeders for a while.
