I hate a barking dog as bad as anyone the best medicine I have found for those bored to death hounds is to hunt the hair off them they cant bark if they are not at home and when they get home they will want to sleep not bark.
I sure do not know much about law I will confess. But how is it legal for you not to face your accuser at trial??? That is a conspiracy to me.
We had neighbors that didn't say anything about my terriers for five years and then started complaining. I think that they must have had someone else move into the house with them who was a city person and thought there should be no noise ever anywhere in the country. I could sit in our house with the windows open for entire days and not hear one of ours bark. I could leave and come back home and there was no barking because it was me leaving and coming back home. They come in at 9pm and stayed in until about 6:30 in the morning. They did before this mess started and still do, even though we moved. Yeah, they barked at supper time a little, but shut up when the food was put in front of them. They barked when someone else drove in, but heck, I wanted them to do that.
And the lovely neighbor called Animal Control time and again. The head of AC is a really decent guy and he knew we were dealing with a nut case. When he told the fellow we weren't breaking any laws, the guy called the State Police, who then contacted AC and asked if there was a problem. AC told him it was a pi$$y neighbor, that we weren't the problem.
Now, I could hear other dogs barking. And I could hear coyotes, and cows bellering for their calves, and a donkey down the road and assorted other animals. I think the guy blamed every dog barking on us and probably the coyotes, too.
I finally wrote the guy a letter and told him we were sorry he had a problem, but it was his problem, not ours, that we had tried to make him happy, but since we failed, he had better get used to the idea that he chose to move in next to our dogs and that dogs by nature bark. (In other words, sorry for your luck, jerk!) And if we heard any more from him about this matter, we'd consider it harassment.
And eventually we moved, further out into the sticks. Way way out. I hope to sell the 15 acres, house and barn to someone with ten loud kids, peafowl and fighting roosters. Maybe some nice loud hounds of some sort, too.

We've been in the same boat as many of you in the past couple years. My fiance' has had the same neighbors for years, and even before I was in the picture always kept hunting dogs of some sort. We live in a very rural area, but unfortunately do have folks living all around us. Never heard much from the neighbors until year before last...then someone started calling the county. Basically, every officer that has come out has told us that they believed we were sort of being "picked on" since the majority of the times they came out they didn't even know we had dogs. We also had a stray cat problem (the neighbors feed them), so they told us to just start trapping the cats and calling the county to come get them. That sort of had us covered as far as proof that IF our dogs happened to bark more than usual, they were more than likely being provoked by the cats running around in sight of the kennels.
I tried everything. Bark collars, telling the mother in law to spray them with the hose if happened to bark excessively, whatever I could think of. After an incident where one of them actually trespassed to obtain "video evidence" (which an office told us about in confidentiality) and one of our younger and healthy deer dogs died mysteriously in his pen, I'd had enough. I confronted both neighbors that I knew to be problems, and told them the actions we had taken, that we knew there had been an issue with trespassing, and that due to the death of one of my dogs we were going to use camera monitoring of some sort from there on out. After those conversations, one set of neighbors is more than fine with us now (the ones closest to us)...the other still tries to cause trouble occasionally, but I've discovered it's because of a personal issue they have with my in-law's (who live next door to us).
I personally am not going to let anyone else keep me stressed out, make me feel like I'm walking on eggshells every time I'm home, or dictate what I can and can't do or have at my own home. We're quiet folks and try our best to help those around us when we can, and we try to be respectful of their rights as well. However, I will still be glad when we're in a position to move to a more secluded place.
I would definitely keep trying to contact your neighbors, and speak to them about the subject in a respectful but firm manner. MOST reasonable people are willing to back down if they're confronted and know you're trying to do something to solve the problem, especially if they're throwing around false accusations.

Neighbors
It is nice to hear that other hound people also have these neighbor problems. We had just moved to a nice rural area about a year ago seemed to be great neighbors and haven't had any problems until last week. Came home and was out watering the dogs and a police officer came an told us that there had been a complaint about the dogs barking when we are at work. I confirmed with him that it was just one complaint and told him that I would try and correct it. He was real nice about it but what bothers me the most is that I was blind-sided by it. Our dogs do not bark when we are home, I can't stand nuisance barking myself so I am a pretty big stickler about the barking, but for the complainer to not say anything to us before calling the cops really upset me. How are we to know there was a problem when we aren't home if no one tells us? A note in the mailbox would have been better than nothing. Even now I am worried I am going to go home and find a cop sitting at my house when I get home....I don't even know who to talk to and see if they are still barking. They are quiet when I am home and when I go I put bark collars on the ones I think are the problems and hope I don't see anyone about it. Sorry for the long post but needed to vent! My husband is tired of hearing about it and I worry about things like this....thanks for reading!

My neighbor used to say stuff, and I told him this....
"if you like a neighborhood with a noise ordinance- move to town! Otherwise until you make my house payment or pay my taxes keep your mouth and yourself on your side of the fence!"
I've gotten so lucky with keeping dogs at my house. I Only had one problem dog chewed his way though the kennel. Guy found him held him for a few hours then turned him in cost me 70 bucks. And they weren't gonna let me get him out cause I had a hunting buddy bring me and not someone who lives in the household.
But my neighbors dogs bark more then mine do. One night I heard mine barking. I went to yell and three other neighbors were doing the same thing at the neighborhood dogs. I yelled shut up. Then three more followed. Followed by I'm sorry I was yelling at mine! Lol.

this guy moved in drove to my garage told my wife those dogs got to go lived here 40 years except 4 years military he has proceeded to make my life hell. your accuser doesnt have to face you----fenced in front yard on his property put 2 horses but calls pound on me flys are terrible if you do anything you go to jail my dog as i have only one now years bark collar **** near 24 hours a day he doesnt want any barking what is the law no body will tell you exactly bob illinois
