I agree on the concrete, it's the easiest to keep clean & disinfected.
I have had several off the ground kennels and had to constantly try to rake & clean underneath it and it creates a breeding ground for fleas and other bugs.....and it flat out STINKS, no matter how much Lime or Anything else to try & mask the smell.
Concrete is the way to go.

I use above ground with the chicken house flooring. It's the only way to go in my opinion if you have room to move the kennel around. Built mine one skids and move it the first of every month. Have about three places by moving it back and forth. No problems with fleas tick or flies. I do clean the kennels at least once a day. I don't think they would be nearly as good if I couldn't move them.
