Water heater
His water would still go down because it evaporates. All my hounds are on de-icers. Good luck!

just a few ideas... try a pack of coolaid or SOME (a couple Tablespoons) jello mix. For some reason they like the flavored water(green is prefered???) To the one that the dogs wont eat wet feed, try getting a jar or can of spaghetti sauce and pouring it on the feed....... should do the trick. After they eat it good with sauce then try it without.
As for the salt idea, I would be very carefull with this. If you have a dog that is not drinking at all and you give them salt, it will dehydrate them more. Watch the dog close and if he really is not drinking for more than a day or 2 then call the vet. Some dogs eat the snow and that is ok as it melts.
