I don't necessarily soak the feed in the water I add the water to the feed container then take it out and feed the dog right away. I agree with j hill, - 0 degrees here this morning, water bowls freeze in a hurry no matter how many times you go out and bang the ice out of them and add new. I think the dogs appreciate the hot water mixed with their food. I only do this when it's cold so that I know the dogs are getting enough water in their systems. I have done this for almost 20 years.
When it's real cold out..like zero or less, I pour hot water on their feed after I dump it in the bowl. I kinda think it helps warm them up, and they get a litle extra water they probably drink if I didnt. they sure seem to enjoy it. I tell em to come get their warm soup lol. I also fill their water bowls with hot water all through winter until spring.

Just all 'round , meat gettin' hounds.
Mine dont have to worry about frozen water, or not getting enough water because its cold.
First of all it doesn't get as cold down here. It was +22 today and the overnight low was about 10 or 12.
Second of all, when it gets very far below freezing and is going to stay that way more than overnight, they come in where its warm long enough to eat and drink. They all have there own airline crate in a spare room for those really cold single digit nights.
2 of them have there own spot on the couch during the day, and sleep in there crates at night.
When we finish the new dog barn, they will all have heated boxes, with the feed and water inside the box.
I know Ferrari's dog barn is heated too. Its warm enough in there even at single digits outside to be in a tee shirt.

I put hot grease over feed in cold weather. Nuke it and pour over the feed. It all soaks in, makes for a warm meal, and they eat it good. Improved their overall appearance also.

Years ago my Chesapeake Bay Retriever ate the hard plastic
bowl along with the dog food when I poured grease in it.
